However, according to Brian Jentz, Senior Director of Product Management with Technicolor&#8217;s Connected Home Division, the introduction of the new TV broadcasting standards, ATSC 3.0 will create many more opportunities for over-the-air broadcasters to exploit this integration.</span>

<span style="font-weight: 400;">ATSC 3.0 is a major revision of the ATSC (Advanced Television Systems Committee) standards that will support mobile television, 3D television, 4K UHD, high dynamic range (HDR), high frame rate (HFR), and wide color gamut (WCG).</span>

<span style="font-weight: 400;">Jentz believes ATSC 3.0 will gain traction very quickly.</span>								</div>

<span style="font-weight: 400;">Until ATSC 3.0 becomes widely available he believes broadcasters will be able to deliver premium HDR content using streaming technologies, thanks to Android TV.</span>

<span style="font-weight: 400;">&#8220;The industry is coming out with new Android TV set-top boxes that will be based on Android Nougat and SOCs that integrate advanced HDR technologies from Technicolor and Dolby, and Android Nougat includes a new set of APIs that make it easier to deploy and integrate HDR,&#8221; he says.</span>								</div>

South Korea is adopting ATSC 3.0 as its next-generation broadcast standard and is actively working to have ATSC 3.0 systems, including High Dynamic Range (HDR) capabilities, on the air by the 2018 Winter Olympics, which the country is hosting.</span>								</div>

<span style="font-weight: 400;">ATSC 3.0 is a suite of broadcast standards for transmitting IP packets over the air. Most of the standards are now in the final stages of completion, and it&#8217;s expected that mature and commercial ATSC 3.0-compatible products will be unveiled at NAB 2017.</span>

<span style="font-weight: 400;">ATSC 3.0 is internet-compatible in a way that original HD over-the-air transmissions weren&#8217;t. Gone are arcane, broadcast-only protocols, and in place are standards leveraging internet protocol delivery. ATSC 3.0 brings IP video over the air. Audio and video are sent in separate streams, so an operator can deliver programming featuring several languages, for instance. And some of those alternate language audio streams could come via a hybrid (over-the-top) path. ATSC 3.0 was designed from the ground up to support broadcast plus broadband, aka hybrid broadcast/broadband TV.</span>								</div>

									<span style="font-weight: 400;">The glut of video traffic is creating congestion on cellular networks. Technologies included in the ATSC standards could alleviate this pressure by enabling IP video signals transmitted over the air to be received by Indian consumers’ mobile devices, delivering a better viewing experience.</span>

<span style="font-weight: 400;">“Today, ATSC 3.0 includes the Scalable HEVC profile known as SHVC–which enables a base signal to be delivered with high robustness to mobile devices while simultaneously sending an enhancement signal with less robustness but high efficiency. This can be used to give HD or 4K enhancement on top of a base quality video service,” explains Stein.</span>

<b>Mainstreaming High Dynamic Range Video</b>
<br>
<br>
<span style="font-weight: 400;">Stein is the chair of the ATSC video specialist group—designated as TG3/S41—in which high dynamic range (HDR) has been a key feature under consideration by broadcasters and consumer electronics manufacturers for several years.</span>
<br>
<br>
<span style="font-weight: 400;">“HDR is now here and well-established. It is available on televisions and in over-the-air hardware. Advanced HDR by Technicolor technology, in particular, has emerged as a unique solution targeting non-HDR and HDR devices with a single transmission. This is important for broadcasters because it is complicated and costly to deliver simulcast services,” says Stein.</span>

<span style="font-weight: 400;">Advanced HDR by Technicolor, he explains, enables broadcasters to deliver HDR to HDR devices using a standard dynamic range (SDR) compatible signal with metadata to upconvert the content. It is a strategy that allows a single stream to serve both HDR-capable and legacy devices. It is included in the ATSC 3.0 standard and is the most widely used HDR technology in the U.S. broadcast community.</span>

<span style="font-weight: 400;">ATSC 3.0 incorporated SL-HDR1 (also known as Technicolor HDR) to bridge the gap between HDR and Standard Dynamic Range (SDR) by applying a single-layer distribution solution that supports compatibility with all non-HDR screens. Technicolor HDR has been developed in partnership with Philips and with research and development support from InterDigital Inc.</span>

&nbsp;

<span style="font-weight: 400;">&#8220;This is the first commercial deployment of ATSC 3.0—and Technicolor HDR—in North America,&#8221; says Thomas Bohan, Technicolor&#8217;s HDR Program President. &#8220;With the COVID-19 pandemic, no one knows when people will be able to return to major public venues. The Sinclair announcement opens the door for broadcasters to deliver enhanced live sports coverage, such as the NTT IndyCar Genesys 300 race to be broadcast on the evening of Saturday, June 6. Viewers at home will be able to more easily follow the action—in and out of shadows—a common situation that has challenged broadcasters in the past.&#8221;</span>

<span style="font-weight: 400;">Technicolor HDR enables Sinclair-owned stations to deliver a signal that can be rendered as SDR as well as HDR. The bitstream is SDR and contains an extra packet that enables HDR reconstruction. Devices that do not support HDR simply ignore the packet, while devices that support Technicolor HDR read the metadata, decode it, and reconstruct HDR video.</span>

<b>Commercial Deployment of SL-HDR1 Drives CE Adoption</b>

<span style="font-weight: 400;">Now that Technicolor HDR is being commercially deployed, the case for including this technology in consumer electronics (CE) devices—such as TVs and mobile phones—has been greatly enhanced.</span>

<span style="font-weight: 400;">&#8220;This is just the news that CE makers have been waiting for,&#8221; says Alan Stein, Vice President of Technology at InterDigital, Inc. &#8220;The industry has been in a chicken-or-egg situation for a long time. Manufacturers did not want to include technology if there was no HDR content to display; broadcasters did not want to invest in distribution technology that could not be received and appreciated by viewers. The move by Sinclair breaks this logjam, and creates an imperative for CE manufacturers to enable the technology which makes HDR content available to consumers,&#8221; he explains.</span>

<b>Technicolor HDR in ATSC 3.0 Opens Door to Play in Mobile Device Space</b>

<span style="font-weight: 400;">The adoption and deployment of ATSC 3.0 allows broadcasters to participate in the burgeoning mobile wireless services market. By combining over-the-air transmission and broadband delivery, the standard allows terrestrial broadcasters to offer hybrid content services across fixed and mobile receivers.</span>
